Urabe was a character meant to show that someone who prefers surviving over winning could never reach Akagi's level. Akagi stated that Urabe would never reach him for that reason, and it's weird if it doesn't hold true.
I mean, it's not like Akagi taunts for the glory of it. He acknowledged that Washizu was a monster of the same caliber as him, and said so repeatedly. If Urabe was destined to become a legendary gambler, our MC would have predicted it and said something like "I'll fight you again when you get it" or such. But unless my memory's a mess, it's the contrary: Akagi leaves Urabe stating "if you can't fight back now, it won't happen later either".
So yeah, seeing Urabe back like that.... I'm not sure I like it. I kinda hope he ends up losing pathetically again, because it's supposed to be in-character.
