Well I read the light novel quite some time ago and your hunch is true. Vill was also a victim of their bullying until Terakomari stepped in for her and their attention got passed on her. There is a reason why Millicent bully them, she's jealous of Vill since she got an ability that she tried and worked so hard to get. And I think the same reason applied to Terakomari too. Millicent grew up in harsh conditions in her family and straight up had to train to obtain this ability that her family is so obsessed with, they even got her a teacher for her and some details about him is that he's part of cult of some sort (Correct me if I'm wrong though). Eventually Millicent and Terakomari fights and Terakomari wins. I'm not sure since it's been a long time or the ln put it subtly but Millicent became fond of Terakomari after their fight.
