Cuz the anime cut several plot since it's impossible to adapt all plot from one vol within just 4 eps. And actually Millicent doesn't really know how Komari's power is, so she just vaguely remember what happened back then and don't know what thing that triggered Komari's power.
Anyway, it's highly recommend to read the novel since it's from Komari's perspective so the story is funnier

Is she stupid? Why does she blames everything on a person when it was infact not related at all? And aren't she's the one that started that herself?
I mean sure it was because her parent pushed her that far in quest for talent, but still she should've realized something when she was becoming a teenager
Because Gandesblood was often used as an example of what a failure she was, and Amatsu's grooming and manipulation lead her onto a terrorist. He did all that horrible shit (most likely killed the dog also really) and then pointed towards other enemies.
