I'm pretty sure the romance is about the two of them. I think the black hair guy and the class president girl will serve as a conflict for both of them, deciding who they really love or what not.

Apologies for necroposting, but you don't have to worry about it being the latter. Chapter 4 and the author already made Hina and Bambi kiss. It's still a bit melodramatic but I doubt the author would betray their audience when they've announced the premise of the manga to be this
If you want a translation, they're basically saying "Just go out with each other already!"
