It's up to chapter 126 and still ongoing, so it's unlikely to end anytime soon, confession or not.

It's not, it's Koguma thinking that way, irrationally so. Hino's just reassuring Koguma by telling her that. People jump to irrational conclusions when it comes to love, especially when they're still teens.

It's amusing that only a few chapters back Koguma was worried she was too small and child-like, but she went to sit on a swing at the playground after getting upset.
