@Xeredge I think it's more about the general rule about lying to the king and not against her and her grandfather on a personal level. She works very closely with the king and because she isn't the person they did a backround check on she could pose a great risk to the king (assassination, leaking information etc.)

You really can't run a stable feudal government of any notable size if the people a leader selects to govern their territories are afraid they'll be killed for sneezing in the King's presence. What you end up with in that situation are a bunch of stiff subordinates that can't do anything without permission, which is a poor way to respond to emergencies.

There's certainly no reason to think it's a crime if the person in charge doesn't take offense.

@icekatze Yea, normally it'd be for insults (actions against the crown) rather than just a spat of cross-dressing. (Which most would see as an amusing peccadillo.)

On the other hand, Thailand even today has horribly strict laws against royal insults, where even stepping on a coin (say to stop it from rolling away from you after you dropped it) is a crime against the crown. So maybe the inspiration is from there?
(And the "always ask your boss what to do, never do anything on your own", is a common baseline in many Asian countries, no matter what problems it may cause.)

It's certainly easier to micromanage a country today when you can pick up a phone and get instant communication, rather than waiting a week for a messenger to run back and forth.

@icekatze It makes it harder to manage well though, since for some people it becomes harder to 'let go' of small things they should ignore. (Chiang Kai-Shek, when he was nominal ruler of all of China, would communicate with the frontline to get them to move an infantry gun position a few meters in some direction. That's not how you get local commanders to become efficient at all. XD

Also I'd say when local leaders can be second-guessed at any time, they will be more inclined to do stuff that looks good rather than what should be done.

But either way - I basically agree that efficient leadership encourages initiative at all levels. Only that not all organisations want efficient leadership (since it's so much more work to make sure you know what you want well enough that you can explain it to all underlings).
