I don't think HItomi will swing that way: she's got her man. The blond, OTOH, isn't sure what she's feeling. She's still scared of Hitomi-chan, but is more in awe of her. Yeah, if Hitomi swung that way the blond would probably gobble her pink taco without thinking twice. But it will end up with the gayru gal falling for Usami, like Manbagi did with Todano in Komi-san Wants To Make Friends. The two stories are similar: social anxiety girls that have trouble making friends because of that social anxiety. Differences are that, While Komi-san is adored, people fear Hitomi-chan.

Can we just stop forcing yuri in non-yuri manga. Unless the author has narrative (non-fanservice) purpose for doing so, there's no good reason to have this character interfere with the plot/main romance. You know she's going to give the main guy crap for no good reason other than "he's a guy and he's taking attention away from the woman I like". You know that Hitomi wont go for the girl (no matter how bad some of these readers want that) since she's clearly into the male lead. All this plotline will amount to is the girl interfering with the main couple and forced, cheap, yuri fanservice.
And of course, certain people on this site don't mind, like they would've if this obstacle character was a guy instead of a woman, because they like jerking it to softcore lesbian porn are totally open minded to new story elements.

Personally I view it less as adding yuri to a non-yuri manga and more as the manga coming closer to what it could have been. I think sticking with the two prototype chapters we've seen where it was a trio of not-Hitomi, the delinquent, and the class pres, with no Usami-kun, would have been preferable in the first place.

@anon763 the reason that was dropped might have been that it was a lesser quality product. If they did go for this is because ause the demographic that was the main focus generally prefer the beta male going for the gorgeous girl, like komi San for example. It's just more appealing to a wider audience. At the end of the day they have to sell their product. With fanservice Yuri you can only do so much unless you have a really cool concept but sadly this is not the case. It's easier to go with a formula you know works

We have too many butthurt people on our every day for any little thing, thanks to the wave of "I'm offended" shit so don't do that here, not here. This is merelly for comedic relief and as you say, for some fan service, and since the series originally, was going to be just girls, it is something that the author likes. I personally think that an agressive Yankee-girl, misunderstanding things and then getting a little love struck is both funny and cute; and this manga is all about, fit-thick shark girls, comedy and fluffiness, so it's still inside the criteria. I'm not a fan myself of yuri or yaoi, but I had learnt to focus on the parts that I like of the story instead of complaining about little things and ruining my experience of it.

Yeah the original premise was going to feature two girls and Proto-Hitomi. Here's the thing, in that hypothetical story, the yuri would have development and any romance between the three leads would've been treated with some sincerity. In the manga we have now, the yuri wont amount to anything substantial. This new girl was introduced too late in the story and doesn't have a lot of screen time dedicated to her. Hitomi wont return her feelings, since she already likes the male lead.
At most, this delinquent will be a side character that acts like she's entitled to the Hitomi's attention and will treat the male lead like trash. And before the reader can say to themselves "Wait. Isn't this character kind of a jerk." the author will add some light yuri fanservice and the reader will suddenly forget that this character's kind of obnoxious. Why else do you think mangakas make these annoying obstacle characters women who like the female lead instead of men who like the female lead?
And to address the last point, no, the original premise is not inherently a "preferable" story. The manga would still be a Komi-san knockoff, only with a possible love triangle (which is "always fun" to watch), and girl-on-girl action. Would it still be a fun read, sure, but it wouldn't be an objective improvement of the manga we got now. In spite of what certain readers will say, making the leads in your romance manga all girls does make your story inherently superior to a romance between a guy and a girl (much like how a shoujou-ai/shonen-ai manga wouldn't get "better" if one of the character's genders was reversed so that the romance became a heterosexual one.).

I'm not "offended" by yuri/yaoi. Some of my favorite manga/anime center around gay relationships. I hate when authors force a character whose sole prupose is to interfere with relationship of the romantic leads, regardless of gender/sexuality. The only reason why some readers defend this kind of obstacle characters is because they want to see yuri favservice, not yuri romance.

I'm a yuri fan, but I don't like this kind of development where a pseudo-yuri schtick is introduced just for mild, vaguely annoying plot complications and comic relief.
On the other hand, come on @KazumaLee94 -- is there anyone reading this manga for reasons that don't involve jerking off to softcore porn? Sure, that's not the only reason, but honestly. So what difference does a yuri fantasy more or less make?
