Tanaka's plan is...

So Tanaka's skill is to mimic other people's skills but the skills he copies have a limited number of uses. He's been copying the skills of the boys he's killed and is planning to use his mimic skill to steal the class president's permanent skill steal skill. He's been using his manipulation like skill to drive the class apart so he can pick them off and steal their cheat skills later.

As for how it turns out...

The MC has figured this out a while ago and knows that his leftover skills aren't worth copying or stealing so he has been preparing to stop Tanaka for some time. His goal is to force Tanaka to use up the cheat skills he's stolen from the boys he's killed so he can't overpower the class president and the other classmates he's powerleveled. Since he doesn't use techniques which are unlocked from the OP skills by level and he has ridiculous luck stats he's able to survive. He's letting himself get beat up so Tanaka keeps trying to kill him while holding back as much as he can hoping to save enough skills to execute his plan.

Yup he's an idiot but that's because the common sense of the world dictates that higher levels means more than anything, tack on some cheat skills and he thinks he can't win. It really is a close fight but his plan going into it was to at least weaken Tanaka so he couldn't beat the class pres but he doesn't understand how OP he's made his skills into due to all his trash support skills interacting and compounding. He knows based on the used skill list menu is that Tanaka has some OP skills like instant death and the like so he's shooting to weaken him as much as possible but ends up winning in the end... barely.

wut, he has more than one skill? How? since when? The one with the skill steal skill is the class rep iirc, and mc is the only one who got more than one skill, so this suddenly makes zero sense to me.
This guys skill was even stated this chapter, as "meddling - control the targets actions"
