The joke is that multiple women fit the glass slipper? Then why is he surprised on page 3?
He wasn't expecting multiple women to fit the glass slipper, but when it happened, he decided to make the most of the situation. Whereas the prince in the original story was looking for a specific woman and used foot size to narrow down the search, this guy apparently has a foot fetish and is fine with any woman whose feet align with his preferences.

fairy godmother made them to magically fit cinderella perfectly - so likely even a millimeter difference would somehow be magically shown to the observer (Prince) when they try on the shoes

also I doubt the ball is big enough to fit 'everyone' in the kingdom, just the richer people (who have fancy clothes that look like they belong there) went to the ball

Or you can just assume Prince has a foot fetish and used the slipper as an excuse to see all the girls' feet, Cinderella was magically prettied up , but not that disguised when she danced with him so it makes more sense for him to recognize/semi-recognize her by sight: face, height, body shape

It makes sense, as they were transparent he knew that the foot was perfectly resting in the shoe, any girl that tried it and wouldn't fit with the same perfection would be discarded, many say the prince is a terrible guy for forgetting Cinderella face, NOPE, he simply know how make-up can make a woman look different and was going for something more concrete.

this means prince was looking closely at her entire feet (top, bottom and sides) when he danced with her at the ball, to see that it fits perfectly the first time too - so foot fetish still seems probable

I really doubt a Prince is obligated to marry a random girl just because he danced with her a ball once, so more likely Cinderella does looks similar enough without her magical makeup, since Prince specifically chose her at the ball because she was beautiful.

another possibility is: a reason for the slipper fitting test is so others don't get the idea of disguising themself as the ball girl , so Prince doesn't get confused.

I see there are comments that it's improbable that the glass slipper wouldn't fit multiple people. in the original fairytale, Cinderella has really small feet, so small that her sisters had to mutilate their own feet in order to fit. in Disney's reimagining for the direct to DVD's sequels, the evil stepmother got her hands on the blue fairy's wand and made it so that her daughters feet smaller so they could fit into the glass slippers.
it is really simple as shoe size rather than filtering for a small pool, and while I do like the idea, in going beyond any of the source material, there still was systems of measurement back in the day that weren't standardized but still used in professions. I don't see why instead of going on a campaign, why not just issue a notice for women of a specific foot size.
and to reach in this case, Cinderella's father in most tellings is a merchant of some sort. it could be that Cinderella and her parents have genetically small feet. I don't know, main character syndrome says they're special
