Very late to the discussions but i just want to point out these detail.
After experimenting for more than 500 years Otto himself said that the mind/soul can find a suitable vessel which is how characters in the universe suddenly keeps coming back from the dead because their "souls" managed to switch to a different body like how otto just switch solium bodies or how welt can just recreate his body out of nothing.
The reverse however is not possible, an empty vessel cannot call a soul back from the dead after the mind/soul itself already dissipated. Thats why amber and theresa despite being made from kallens gene is significantly different from her and the same is true for other clones.
Now heres the thing, sirin died when her herscher core shattered in the blast. Otto however took remains of her and mixed it with some kaslana genes coming from bianca to make clones in hopes of creating a herscher he can control, but it only made empty vessels which are failures and when otto is about to scrap the project a single clone opened its eyes and exhibited herscher powers. This clone is the kiana we play as and she practically is a miracle as otto describes it because she came back from the dead even when her soul already dissipated bypassing the rules that otto observed. Thats why otto keeps calling kiana a "miracle" in the game
