Not sure if it's ever explicitly mention early on, but one moment I do know get that title mentioned
is with the new Zent swearing her oath:
“O Zent, blessed by the gods, declare your loyalty to the Goddess of Light, ruler of contracts. Beleuchkrone.
Well, i don't think we had anyone take an oath for Contract until now in the Manga (including the plot covered in ongoing Part 4), nor had they been said about it specifically anywhere. And truthfully, the full scope of the Gods in this Story is only understood from later half of Part 4, so bringing it here isn't really useful as majority Manga readers wouldn't know (if it hadn't been mentioned in the Manga yet).

The thing is a lot of Honzuki setting are built in such a way that after you find those later reveals you can come back to the early parts and noted 'oh, it's been there all along'
Or to put it differently, the more observant readers can notice some clues already.

Like the magical contract once signed burns in 'golden flame'
Then once you learn about colors of mana you could've start to clue it in that it's none of the 5's colors.

as I remember the contracts only work inside a city, so ideas would have to be contracted in all cities at the same time and then it still wouldn't work on workshops outside a city.
Actually, that was what was said to Myne during part 1. During the last phases of part 2 (or maybe early p3, can't remember when exactly it is mentioned to her), Myne learns there are different kinds of contracts. The commoners only have access to the city-wide contracts, but nobles have access to 2 more levels, the duchy-wide contract (the kind Myne and her parents signed) (spoiler for manga only, but manga only shouldn't even be reading part 3 anyway ^^), and the country wide contract (not mentioned, but likely the kind Sylvester signed to adopt Rozemyne) (same spoiler).
