Come back here to ask something... Miyamura says in page 10 panel 3: "hori-chan has to be bigger than you". If they had something like people said they had (don't remember the chapter), he would not know it?
In the next page, panel 2 he says: "there can't be nothing there, right?". Again, how he can ask if he should know that?

I wonder if it's a translation error, where TSP forgot when they did Chapter 37 or that it was meant to be a very blatant statement of hanky panky happening in that chapter. Not to mention shortly after the event in question we had a flashback image of Hori from the shoulders up, clearly bare and talking to Miyamura about the bite she gave him that evening. So, yeah, he totally should know how much she has there.

This scene here from that chapter, see? Yeah, he should know, since they were both literally bare-chested and facing each other then.

Somebody made a mistake, either author or translators.

I don’t know why you’re all overthinking this. He saw them. She’s flat. He’s grasping at straws trying to defend her.

It would have been clearer if he said something like, “But it’s not like she doesn’t have breasts AT ALL, right? I mean, all girls have them, hers are just really hard to see!”
