Yuuri still hasn't made it clear to the witches that violence is actually on his side in this whole background conflict. It's the only language mafia ultimately obeys, so all subtlety and politeness, wanting to trade favours and being reasonable, it's not going to drive the point home. He needs to crack a good amount of skulls before the witches really get the message. The queen should be happy if he does it, even if she can't order him to do it, or even suggest it.
This young woman obviously didn't need to work for what she is. So, she got arrogant when she merely inherited her position and power. Certainly she must have worked to reach a decent level at chess, but I'd guess it's like a hobby for her, nevertheless. She wouldn't have needed to train until her eyes were bloodshot, facing disowning and throwing to the streets penniless if she didn't become the best.

seeing how Yuri acted around his schoolmate, he has 2/3 steps ahead and by the look of this and previous chapter, yuri has countermeasures or contingency plans prepared with Caph which i believe including this type of situation.
im guessing he wanted to keep these witches underestimating him while he makes his main goal (absconding to the 'new world' with family and friends) as obscure as he can by picking a fight in the area he know the witches will be watching (guild's related business).
but yea, this particular witch really forget she is in the presence of royalties which apparently adores Yuri to play such a really, really underhanded.
