Yuuri still hasn't made it clear to the witches that violence is actually on his side in this whole background conflict. It's the only language mafia ultimately obeys, so all subtlety and politeness, wanting to trade favours and being reasonable, it's not going to drive the point home. He needs to crack a good amount of skulls before the witches really get the message. The queen should be happy if he does it, even if she can't order him to do it, or even suggest it.
