O great armchair scientist slash strategist, might as well draw up the roadmap that will help them conquer the entire continent in 10 years when you're at it.
He didn't spend the last 3 years just making paper, it's just the mean to secure the fund for his other businesses, because papermaking is easy enough to pick up without any fancy technology required. Resources don't just lie around the corner for him to grab without care, nor everyone will work for him voluntarily without pay.

I wouldn’t go that far, but instead of having a few dozen employees and his own money, surely he’s influential enough in his home territory to get ten times the number of people working on paper? Even if it’s just with a loan from his aunt? More so if it’s for a military good like gunpowder or crossbows or hot air balloons or whatever.

This isn't Dr. Stone speedrunning civilization. MC himself doesn't have in-depth scientific knowlwedge, so even papermaking took a lot of trial and error.
MC WAS a scientist. However you re correct he is no senku and he can't effortelessly bring back all type of tech quickly

When he started with paper, he wasn't aware of how bad shit really was: that's something he learned through his business growing.

Yuuri only ever told Lilly and Siam about the impending disaster, no? I wonder what prompted Carol to so suddenly hatch the plan.

It's kinda cute and functional in a way, I guess, sending child soldiers to act as scouts—it would be a small army, it's good for conditioning them for war and helping them see the difference between practical and real, they'd be pretty mobile, energetic, and easy to hide. I just wonder what the Queen was seeing in agreeing to the plan.

Also, the Queen could still punish the parchment Witch clan, so maybe the royals weren't as politically weak as Yuuri thought? He did claim that the idea that the royals were practically powerless was one of the few reasons the country would fall within 5 years.

The queen does have her black ops still even if she is mostly overpowered by the witches family. if Yuuri can get the info to access the situation, so can she

I think she can punish that witch because she was given a good pretext. it's the same thing with the patent.
The witches have more power but the official story is still that this is a kingdom. If the witches get so brazen they insist on completely ignoring a case like this, this put into question the official standing i guess

I think the queen mostly wants to have battle ready soldiers for the inevitable fall of the buffer country: They re pressed for time, don't have a ton of experienced troops left, so they have to get an actually competent new military up in gears already
