I wouldn’t go that far, but instead of having a few dozen employees and his own money, surely he’s influential enough in his home territory to get ten times the number of people working on paper? Even if it’s just with a loan from his aunt? It's kinda cute and functional in a way, I guess, sending child soldiers to act as scouts—it would be a small army, it's good for conditioning them for war and helping them see the difference between practical and real, they'd be pretty mobile, energetic, and easy to hide. I just wonder what the Queen was seeing in agreeing to the plan.
Also, the Queen could still punish the parchment Witch clan, so maybe the royals weren't as politically weak as Yuuri thought? He did claim that the idea that the royals were practically powerless was one of the few reasons the country would fall within 5 years.
