He's going to set that Eck guy up, isn't he? Trick the man into thinking he has the upper hand and have him attempt prove that Satsuki's version is fake, which actually results in proving his own deception and him making a fool out of himself in front of the representatives.
Furthermore I suspect that Satsuki's version will likewise be proven fake (and that there is no real Will), but that either Luke, Yuuri himself, or both will step up and declare that Luke will agree to be the interim Family Head (since Satsuki already got permission from the Queen for that and Luke can easily get certification) and Yuuri will take over the position upon graduating from the Academy.

This reminds me of a situation in a Villainess story I read before. Where both the Villainess and Heroine are reincarnated so they both know the backstory of the world. And the Heroine starts to claim that she's the previous King's daughter, which would put her 1st in line to the throne. Then the King brings out a letter stating that the previous King was infertile, which shocks both the reincarnators. But then after all that it goes to the King and Prince having a conversation where the King confesses that the letter is a fake, he just can't justify leaving the country in the Heroine's hands with how irresponsible she is.

Anyway, it makes me think both of these wills are fake but one just wants to do what she thinks is right over being selfish.

according to the official J-Novel translation, yes the english name is apparently Rook Ho instead of Luke Hou
but in the raw is written as ルーク ホウ which can be spelled both way. so both of the names are correct actually.
also in the raw his cousin name is Sham in the official translation btw.
