it's not a liquid rocket, it's a hybrid engine. Neither of these are the propellant, that would be the ABS plastic, earlier chapters of the manga mentioned the 3D printing process for it. The Nitrous Oxide is the oxidizer. I'm not entirely sure at the moment what the oxygen is for, but it's likely for the ignition sequence, either for the torch, or as an oxygen supplement before the self-sustaining N2O decomposition starts.
