Well it's like, both of them is close, they give affection each other, so close that it's like a lover but it's not; they not even refused, or maybe hide it to friends, families, and others; they maybe feels "oh maybe we're mutual" but afraid to confess bcs what if they get rejected and this relationship will changes.
