Would have expected Hina to be a bit more ruffled by nailing an eel ngl. Guess that's how deep her grudge towards them runs.

"Just what d'you think's gettin' passed...?" = "Just what do you think is getting passed...?"
It means, Do you think I'm going to forgive you for almost killing me?

For further clarification:
1. It is primarily phrased around the homonyms "past" & "passed." For English definition: past = history, passed = gone by/forgotton/forgiven. Natsumi is humorously dismissing the fact she almost killed Hina as it happened "all in the past." Not so quick to forgive this time, Hina is not letting that "get passed" without some sort of punishment.
2. The contractions remove letters in a word and replace them with apostrophes. It's short, curt, truncated speech. It's a literary form generally used to indicate more casual/informal speech or regional dialect. In a more metaphorical interpretation, "casual speech" is regarded as "lower IQ" and aggressive, because it is short and informal. It shows Hina is mad.

Previously, Natsumi was explaining how she blames herself for Hina's PTSD (post-traumatic-stress-disorder) involving animals and how guilty she feels about it. Surprisingly, Hina instantly forgave her for this traumatic character trait she's earned, and actually praises Natsumi for being a supportive friend! After all, it's not really Natsumi's fault; it's her pets' fault. And Natsumi helped her overcome her fears.
So, when Natsumi laughingly reminisces about how she nearly killed Hina by causing her to almost drown-to-death, Natsumi just forgives herself since that's "all in the past" and Hina's being so friendly right now. However, Hina does not wish to forgive Natsumi for this new traumatic memory right now, since Natsumi is directly responsible for nearly killing her this time, hence the passive-aggressive speech style.
This last page shows Natsumi is bullying Hina, and Hina is not happy about that.

To rephrase their dialogue:
Natsumi - "By the way, since you're forgiving me for all your childhood traumas; did you know I almost killed you? Funny, right?"
Hina - "Not funny."

tl;dr
Natsumi is teasing Hina about another traumatic memory.
Hina is not being as friendly and forgiving about it.

To be accurate, this certainly is not the end of Teibou. There is another chapter in this volume 10 (Ch. 59), and then there is Volumes 11, 12, & 13 (and more unpublished chapters). There's another 20+ chapters.
