I'm thinking that maybe the prophecy specified one daughter (I thought the wording was weird) because Cosette being a fake with whatever her powers are is the tragedy. Something like; "Hey! You have ONE daughter! Don't get confused. There will be a tragedy, so you. only. Have. ONE. Any other "daughter" will be the tragedy."
