The ones definitely NOT the spy are: Lucas (he's always with Ash after all and the protagonist of the game), Evangeline (as heir to the margrave, she has no reason to spy on Ash's activity, she didn't return to her hometown with that intention), Damien (as he said, he has nowhere else to go after losing his childhood friend and has a mercenary background), and Jupiter Junior (her history with Jupiter is clear, not a spy).

So my suspects, if they are the ones gathering in the room: The Saintess (the only one without any story behind her shared so far), Godhand (cause he's the leader of the elf squad and since he's directly sent by Ash's brother, he might have been a double agent?).

Lily doesn't count cause we already got her backstory imo

Looking back in Chapter 54 there's already an informant relaying news to the empire, Ash second older brother, so my guess are the people before Jupiter senior so maybe lily, lucas , Damian or the priestess

It's quite literally impossible for it to be the Elves as the informant/spy according to chapter 54 was already present.
