@Vincentius It's clearly not racist. Firstly, the original poster was imprecise, there is no such thing as a Japanese race, though there absolutely is a Japanese ethnicity. The Japanese do have an extremely low birth rate and more Japanese are dying than are being born. In that sense, you can say that the Japanese ethnicity is currently dying, because if the trends stay the same eventually there will be no more ethnic Japanese, and a dead ethnicity is pretty obsolete given that they literally cannot propagate themselves anymore. He is stating that one of the reasons why this is true is that the Japanese have developed a culture in which it seems reasonable for a couple to sign an intimacy contract which restricts intimate behavior to only a few times a month. Attempting to justify that statement, such a contract would deter intimate relationships from forming or continuing once formed, which would inevitably lower the number of people who actually have children since fewer people reach the stage of a relationship where procreation happens.
None of this is racist. He is stating the Japanese culture seems to have a problem with intimate relationships. You can criticize a culture without being a racist.
Now, I imagine the author was trying to make a joke with the intimacy contract himself, that just doesn't prevent somebody else from making a joke based on that joke.
