No...it's pretty bad, deviant art mixed with fanfiction dot net levels of bad. What it needs is some basics of storytelling, like not using those "2 minutes later" cuts and pointing out what should be obvious from the context like the kid's dad. "Show, don't tell" is also important, there's a lot of manga out there with lots of exposition, but only because it's difficult or impossible to show, you should never have a moment where you say something happened and then show it in a flashback, just show it and have what was "said" appear in it as narrator text. It also needs to make up its mind about what it wants to be, it could have been what's on the tin, a story about a yandere catgirl, instead it's a single chapter of showing a yandere catgirl and then the rest derails into an attempt at a superhero origin story, which if it was just to meet the girl could've been done in a single chapter. As for the art, that just needs more practice, it'll come in time.
It's not good or helpful to say something "isn't bad" just to be nice, and it definitely doesn't help to just say "it's bad." Author, if you actually want to get better, go read actual books or manga, not fan fiction, and look into storytelling tips, google is your friend. And keep practicing your art. Browse some image sites and to get some inspiration on your own style and practice every day. Every. Day. Even if it's just a sketch. That's not a jab at you, that's how it is for all artists to keep their skills honed and continue to improve, there's not an artist out there that thinks they've reached perfection.
