I'm not an expert, but quick search on history of eyeglasses and tophat the doctor wear make me think their society development couldn't be earlier than 15th century. But that's not make sense, since that era already has cannons.

About molten iron, I believe that the most logical explanation would be that blast furnace is a part of vertically integrated supply chain owned by that owner. Using molten iron from blast furnace to make armor directly should be an impossible, even if the carbon contents matter was ignored (which would never happen. Carbon content is that important)

In almost all fantasy manga, fashion is from late Medieval to just before Industrialisation, naturally also mixed with fantasy fashion. But the overall feeling in this manga gives me anything from Renaissance to Enlightenment.

Yeah, it's pretty much what defines various types of iron, and along with purity/homogeneity of the metal is the most important factor. Though there are also other alloys, especially if you talk about modern steels.
