It actually more about the Pellet Union. Just like how Pellet is Tia's money bank, Monac is Perez's money bank. Since the real owner of the Pellet is not known to Perez, he treat Pellet and Clerivan as a rival and obstacle for Monac Guild, hence the Hostility

I think its because he is the owner of the mysterious company that was competing with blondy over the northern wood. So neither the FL nor ML knew that the other was also trying to buy the wood.
