The Lombardi before anything else are businessmen. That's what they're known for even if the grandfather has some political standing. I mean unless Sershow is smuggling military arms to enemies or exporting drugs. I'm pretty sure there's no downside to allowing him to use their port.

And what if Sershow wanted something other than docking rights? The problem here is that Galahan, since he's so dependant on Sershow's cooperation, should have made sure he got it before disbursing all he did to build the port, not wait until Sershow had him over a barrel.
