Your child returns home from being missing and the first thing you do is hit her? That's not a good parent. Her mother isn't worried about the daughter. She has been worried about how it makes herself appear in the eyes of other parents, coworkers, etc. Social Stigma is the poison that is eating away at Japan. Choosing to be a lazy bum is certainly worth people looking down on you, but people commit the end because they lose their job (not even their fault), make a mistake that brands them as something negative, or even just bullying. There is little sense of getting up and moving on to something better.

No, an actual caring loving mother would be bawling at the sight of their missing runaway daughter and then be horrified and angry at Yoshida (assuming he’s one of the men that took advantage of her daughters situation)
Then after knowing the entire situation, THEN it would be reasonable for the mother to be angry at her for putting herself in DANGER, not for the rumors.

the moms initial outburst is logical but she immediately talks about how sayu leaving was detrimental to her image instead of worrying what did sayu do for almost a year by herself.
