Going by how the story goes, I think that's cause the examiner tells him he has "thermal operator" that don't do much. We're also shown that he knows nothing about his own ability, which I guess he can't properly control it yet.
As hinted, I think his actual ability is not "thermal operator" but "thermal principle" meaning he controls temperature and the limit is his ability to control it. Therefore it was mentioned that he could grow to level 6, but his control is not good enough at the moment. Him melting steel might be cause rage/anger can be associated with heat, helping him create higher temperature.

@scaler dude a name change like that doesnt do much. both as the same concept. sure it sounds stronger but in essence they are still the same. example the firefather form my hero acedemia. his power is called hell fire. but he primary uses cold flames. because its nonlethal. burning oxygen and choking people.(doesnt mean he can lift up to his name though)


Mc without rage, can still melt steel easily. as the chapter before he swipe those cuffs off the girl. something i notice about his power when rereading. as thermal operator.(controller) it looks like he can make it so that objects dont pass heat. so touching them is safe. because no heat is passed or escape.
because burns are made by temperature difference of 2 object. be it by hot or cold. freezer burn if cold.
