I mean, he was creepy, but he didn't insist or act oddly when she made it clear his presence was not welcome.
I'd say this is retaliation by some of the gang members who managed to escape capture since their group ended up losing a lot thanks to her actions and they're criminals to start with. It might also just be people from the slums who have had their homes explode (or people they're close to die) due to the japanese group explosions which they loudly justified as actions for the "waifu" so yeah, they'd target her.
It's basically the consequence of the fact her story spread so much thanks to the japanese group, otherwise it's doubtful whether most in the gang would even know her actions led to their capture.

Went and read the chapter again and remembered that I wanted to comment on her rewards. I thought perhaps they'd offer her citizenship, and allow her to use her skill to build homes, but that since she already had a home carriage and probably already settled on a lifestyle of travel that she wouldn't be making use of it.
But hey, the slums are destroyed and could use some reconstruction and the carriage looks like it's been ruined. So it just seems like there's opportunity for her to stay in the city much longer than she planned.
Though nothing stops her from leaving without a carriage as that's how it was before she arrived in this city.
There's probably nothing like insurance, so all the spending on that carriage is just gone. Rough.
