Can someone explain the historical reference

@Spicykun it looks like the Satcho Alliance thing was a reference to an 1866 military alliance formed in the 1860s, it kind of follows how the story actually goes where the two sides pretty much cooperated due to similar interests during a war (one side needed weapons and one needed to trade with Great Britain). IDK about the three guys except Kido was a politician and the other two were samurai.

I love how this is being taken somewhat seriously. Like in the beginning the manga was very serious but then, gradually became less serious as time went on and now some how the mangaka has wrangled the plot back to being more serious.
