Does that mean that the government is secular or that the government is atheist? It sounds like the latter, though (which usually means that it punishes those who do practice a religion). Why the Hell so many of the Japanese seem to think that's a positive ideal is beyond me. (Either way, no country actually did that until the 20th century. I mean, really!)
