We're translating Japanese, which doesn't really use periods or question marks all that much, but we're translating it into English, which does, and it's English's rules that we're governed by. Questions always get question marks, and normal sentences always get periods. (Ellipses are fine where applicable - Lord knows I overuse them...)

Sometimes it's appropriate to replace a Japanese ellipsis with an em dash, because they use them in situations that aren't quite right in English
