So how does the guild have NO authority here? If he repeatedly says I don't want to party with them and several people in the guild know about it, they can't say no when he explicitly states he didn't party with them? Even being cautious and thinking a young adventurer is pulling a scam, wouldn't it be easy enough to compare what the party of three did in the past to what they know he's been doing consistently? His rate of completion and rewards surely far outstrip the other three's average before no?
What's even the point of the guild if they can't at least enforce punishments on clear scam behavior?

That wasn't their final plan, as we saw. Instead they tried to force the whole party thing on Loki. If they had stolen the loot, Loki would have stopped hunting for more. So, they were just lollygagging until Loki returned to the guild with an overflowing basket. Then they tried to claim their "fair" share.

The guild in this world certainly doesn't have good rules if three grown men are allowed to openly harass, stalk, attempt to extort, then lie to further try to extort, a small boy.

Usually in these series the guild offers some form of safety/mediating system like an irl union or co operative too. Hopefully the guild master will see how this is all beyond unreasonable.
