It's Lilly, but it's a personality of Lilly that Salas forced her to manifest through brainwash experiments. Remember the plot line where people were being abducted and that nun was used as a tool to attack Yu? Also Salas. He loves messing with people's minds to control them. Lilly's appearance is namely the thing up for debate here but I think we've narrowed it down to "it's not an existing appearance, it's Lilly if she looked like a guy, but her male appearance looks like Thane because surprise they're half siblings."

A few years ago, I read the web novel of this series and still remember some twists and turns till this day, but the the manga adaptation is honestly so good that even when I know most of things, it still turn out to be new to me. Glad that I took the plot seriously instead of just focusing on Rei and Claire's moments.
