The Masked Man is just Lilly. No one is parading around looking like her. It's just her doing these acts at the command of Salas. This is how it was in the novel and how it is now. There are some small new details but everything else is the same. She doesn't use the same magic item as with Yu. Rei just recognized how peculiar it was that she had access to unique magical items. This helped them explain how she could have similar access to a magical item that changes looks.

Okay I went back and checked the page that the statement occurs and I think I better understand now.

Claire says Lilly looks different and Rae says it's similar to Yu's device. So what's more likely is that it's a tool that like, changes your outwards sex appearance or something so that she looks like a guy. And since Thane's her half-brother she ends up looking just like him.

It's not a divergence. The masked man is using the same magic item that Rae used with Yu to switch places. The masked man parades around as Salas while Salas stays in his room with his hands pristinely clean.

Which is all the more fucked up when he looks like Lilly when these acts occur. Wearing the costume of a nun pretending to be innocent as he marionettes his daughter.

Damn that is some messed up logic to try to screw people. It really shows how little they care about their daughters compared to their powers.

the foreshadowing of Thane becoming king is much more obvious here than the LN I think.
And I don't recall Rae seeing the Masked Man's face actually, I think Rae saw part of his face and filled the rest in with her mind or that she did saw his face and maybe "she" can change her face to look like a man's when they're the Masked Man

It's Lilly, but it's a personality of Lilly that Salas forced her to manifest through brainwash experiments. Remember the plot line where people were being abducted and that nun was used as a tool to attack Yu? Also Salas. He loves messing with people's minds to control them. Lilly's appearance is namely the thing up for debate here but I think we've narrowed it down to "it's not an existing appearance, it's Lilly if she looked like a guy, but her male appearance looks like Thane because surprise they're half siblings."
