Thanks for the TL

I like Lilly but I’d rather she realize that she has no chance of even being a mistress.

It would make more sense if she was treated as an actual romantic rival that could fulfill something that Claire couldn’t. But she’s mostly just treated as a cute gag character.

Unfortunately, Lilly's only 13 with the first crush she even imagines she has a chance with.
we learn in TAFM that she had at least one crush on an older nun when younger
So she's that kind of awkward one finds in their first open community.

She is the cute gag character (with some twists), so I wouldn't expect too much there. At least she has other aspects of her character and plot relevance outside of her clearly dead romantic prospects. So she's not entirely one note. She has more to her character.

Raelaire is the cute gag character, Lilly is Rae Taylor without the benefits of being the Protagonist such as protagonist centric morality. the difference is that French-Claire is a sleeping bisexual where as Rae is an open lesbian.

Lilly is also a cute gag character (with some depth). She is nearly always used for humor or her unrequited crush on Rae (also used for jokes) with occasional asides here and there. This is a prevalent character type (unrequited crush who never gives up but is used for humor and is not a threat to the main romance).

She has other stuff she does as well, so as I said she's not one note. Inori is too good for that. The difference is that Rae is clearly, unequivocally (and sometimes harshly) not into Lilly in that way, while Claire was repressed and in denial but noticeably into Rae from early on. Most readers could tell Claire was an unreliable romantic narrator in a way Rae is not. Not much to do with protagonist-centric morality.

youve not read the material past book 3, have you? Even moreso then the whole plottwist of book 5, Lilly is an Existential level problem with those books being canon, which considering the manga has included Pope Clarice to the cast, means the same problems with that book is now relevant.

I've read everything, including the currently running sequel series. I'm not sure how any of that changes what I said. Maybe you could explain your reasoning, so I can understand where you're coming from.

She has other relevances to the plot (as I alluded to), but she remains the same type of character. I'm also not sure what you're disagreeing with. Is it still just about her being a gag character? Whatever you reply, make sure to spoiler tag it please.

Lilly, a publicly known lesbian cardinal, was somehow not solicited by her direct boss who operates in the same facility and whom is well aware she doesnt get The Claire.

I mentioned before that you should spoiler-tag these. Anyway, this isn't relevant to my comments, so I will leave it there for now.

To change the subject I feel like a lot of these amusement park rides are mechanically possible without magic except maybe the Ferris Wheel. That one's probably like super duper special outfitted with magic stones.
