Gotta remember the timeline of the story thus far. It has literally only been one month since the start of the story till now. If the "gas explosion" happened at around the mid way to "climax" point of the story (IE: day 15-22 or so) then that means there has barely been more than a week since clean up of the disaster started. Clean up of a disaster can take weeks if not months due to how many moving parts there are. So yeah they probably have barely gotten shit done in regards to clean up yet.

And before they could start they were invaded by a god and got 3 important super weapons wiped
