External aids are rare and sought-after, so the cultivator police officers would absolutely misuse their position to try to claim them for themselves. In fact if they didn't, they might not even be able to suppress rogue cultivators and thus would be unable to do their job.

@Siikalahna it's not that he don't want to kill her, there's no indication he's going into merciful act at all, he punched her full force without holding back like the usual wussy characters. Rather than wussy, it's more that he's careless, a little bit too late on the following up attack. It's still the usual merciless Chinese xianxia MC.

Is it me or do all the powerful cultivators in various manga/LN not only are surprised when the MC is able to fight them off, but despite already indicating they were planning on killing the MC from the start have a bad habit of saying "Courting death!" when MC strikes back or causes them trouble? How is fighting back courting death when trying to kill MC from the start?

Considering she tried to kill him despite believing him just happening by, along with murdering the other 6, I'd say her going after the pot isn't just her organization being strict with law enforcement. Likely she's part of some rogue element in the organization who feel their position and power puts them above the law, wants the pot/liquid for their own nefarious plans, and aren't above or afraid of murdering people to keep their actions concealed. The typical authority figure(s) drunk with power abusing their authority and believing the law and rules apply to everybody but them and can do whatever they want. Curious about the pain he felt while treating it. Is the pain normal for the treatment, or is the bullet covered with or itself poison to cultivators, especially when trying to cultivate, or did somebody else shoot him or did she get up again?

@Mangareader I don't think those were ordinary bullets hence why it managed to penetrate his barrier. Are probably either enchanted, made of a special metal, and/or charged with qi.
Considering her line of work most likely a common item to have when dealing with rogue practitioners.
