i am pokemon illiterate. explain this chapter to me like i am 5 years old please?

In pokemon series gym badges not only allow further story progress but also increase how high level of pokemons will listen to you.
Probably done to avoid people 'selling' high level pokemon to new players to carry them.

In this case the girl can only guarantee order on pokemons up to lv 80, but the garchomp is lv 85 therefore it can refuse to listen.

so she put a bomb (well, a pokemon with self-destruct move) on its neck, implying if it refuse to listen...pop.

And for someone that hasn't played pokemon in like 20 years thinking "That doesn't look like Voltorb" just know that this is a Voltorb variant from the time period this game takes place in
And here I thought author just make it looks mechanical as to say this is bomb shaped after pokemon, not actual pokemon...

I knew about new variants on surface level; voltorb variants was never mentioned though, so I didn't know it also got one.

She should go join Team Rocket.
Funny that you say that, because I'm like 75% sure that Lieutenant Surge in the Pokémon Adventures manga, who's a part of Team Rocket in that series, had a vest of Voltorbs and Electrodes (their evolution) that he used exactly the way you'd think he would. It didn't kill him, but uh...yeah.
