You may be right, but I don't think that the author was doing much planning at the outset. I think that he had an twist for a story (fake sister becomes step-sister) and then a second twist (multiple step-sisters as potential mates), and hoped to figure-out how to develop reader-interest, but couldn't find a path that would do that much without provoking offense.

Dunno what that means but in summary: it was on the incest harem track with a red herring non-degenerate love interest, but then went off the rails as it got axed and he crashed and burned into the normie route girlfriend.

Well, because it wouldn't be realistic if the mc and the sisters didn't develop some kind of romantic relationships. They are not related, they spend a lot of time together and all of them are teenagers. In fact it would be unnaturally mature of them to have the emotional intelligence to control their emotions to that degree.

He spent most of the manga bomding with his new sisters. The FMC was absent from a lot of chapters. So his relationship and bonds with the sisters was deeper than the girl he barely talked to.

It's hard to think of a good sibling relationship in a romance manga. Most of the time if they exist they are not present very often or they are the love interest. It's hard for the mangaka to juggle multiple deep relationships.
