It's so impractical. A hand pump isn't that complicated. Maybe a winch.

@solistia probably because the water wheel would never reach the bottom of a well and be useless? Though her current invention is also questionable, i mean why not just make a simple crankshaft pulley?

If axis of the wheel is on same height as the surrounding wall, then water level would be very near ground level, which is even more illogical. The whole belt contraption looks wacky, but at least author can weasel their way out by saying it includes heating function too.

yeah this is clearly over engineering. Maintenance, initial costs (resources and assembly), and effort to retrieve the water, are all excessive for this design, given the technology used. If she simplified this design down to something that used less buckets (effectively a crankshaft, pulley, and bucket) everything would be better.

This is the design you'd use, if you attached a motor of some sort (ie. wind mill or water wheel), but didn't have access to ample metals to make a pump.
