It's a character from the manga "Fukakai na Boku no Subete o". As of now the character I'm talking about is the one on the cover (but that cover might change in the future).
But he has a ponytail when crossdressing, only when he's not crossdressing does he tie his hair like that and I think he's even cute while not crossdressing. He's not the main character of that manga but he does have a hentai of his own! If you really wanna see that hairstyle you should check out the hentai (it's a really cute and vanilla love story and takes place before the events of the manga), he spends most of the beginning of the manga crossdressing so you'll not see that style for a while unless you read the hentai, which has two chapters, both translated. (But I don't think you particularly asked just to see the hairstyle, right?)
