Although he is saying that, I actually think that this is a very Aizen-esque scheme: he is making it so Shamemaru ends up liking going to events, and because of this he has someone to drive him to Niigata. We can see he doesn't have a very clean history of using public transportation (forgotten poster chapter) and Shamemaru driving him around would make any future incidents easier to avoid.
