Thanks for the correction.
The wording is 联合国特别会议, I didn't go look for its IRL counterpart and just thought it meant UN Congress.
Now that I looked into it, UN General Assembly seems like the more appropriate translation.

(Also there is no mention of UN General Assembly/ Council in the first 3 books, and the previous translator used congress I might have took his word for it)
