I would say it's the paneling + drawing style. It's all over the place, not saying it's a bad thing as it fits the chaotic menhera shit but yeah it's hard to follow.

I would almost call it a skill to be able to panel like that consistently without completely losing the reader. Good pacing and cute expressions, comedic timing and quick punchlines push everything together just as quickly.

Actually it sort of reminds me of a hastier Hayate no Gotoku.
