In this case they don't have a choice, because if she's his reincarnated dog she would have to be significantly younger otherwise he would've had to lose the dog when he was like 4 or 5.

But generally I think it's because Japan highly fetishizes youth (not that western countries don't, it's just a little less overt and excessive) and because a broken-down adult dating someone his own age means opening up that whole can of worms about "christmas cake" and why there's a woman of/past marriageable age in the workplace instead of at home raising a family like she should and whatnot. So if you're making wish fulfillment self-insert stuff for actual beaten down salarymen, they're going to get off more on cute high school girls thirsting for them than someone their own age.
