The guy is definitely some small fry who just raised his own death flag. While important enough to send a request to Whistling Arrow's 2nd commander he's still doing traffic detail after being with Ditu for almost 20 years as recognized Shuiyuan who'd been out of sight for that long. Probably a former 2nd Gen from Beiyang who sold out to Ditu because didn't have the money or connections nobles had to buy their way up the ranks and do what they want without restraint and was jealous. Hopefully Prof 2.0 explains how he knows that line the iron puppet said. Still, guy has same arrogance as 2nd prince over the lives of commoners and lack of conscience sacrififing them to the puppets. You'd think having beast puppets for 20 years they'd find a way to make them work without having to spend hours sacrificing hundreds of people to them just to get them to run for a short while. On the other hand considering Ditu's arrogance and lack of morals the modern puppets probably need more sacrifices than the originals so can be even stronger.
Surprised all the keyboard warriors aren't complaining about the mass murder Ditu keeps doing to run their beast puppets after it's been live streamed. As for having peace without fleets that's a pipe dream. Dowager handed Pleides over to Ditu on a silver platter and Ditu just considers the population to be a convenient fuel source for their beast puppets despite not having any external enemies, feel entitled to the lives of innocents, and have the arrogance to say they're giving value to the lives of the commoners they murdered. They enjoy having the power of life and death over others and aren't going to want to give it up just because it's evil. Probably don't even consider it evil just exerting they're god given rights. Take the SS from the Nazi party for example, how many of them considered what they did evil and felt any guilt or questioned what they were doing before they lost the war?
Also, as there are people who enjoy peace and tranquility who abhor war and chaos there are people who enjoy war and chaos, even at times to the point where they consider peace and tranquility anathema. Then there are the ones who just want to see the world burn or die. Or others who feel a dictatorship with them at the head is the most ideal society and a scorched earth policy for any losses as rational.
PS I'm not sure who's the scariest. Mu for coming up with the plan to get Shuiyuan to motivate the other planet lords and fence sitters into action or Princess Lu and Immortal Godmother for not only seeing through it but acting or not acting to support it.
