Given how corrupt this universe's society is, and what methods the main character's been using, I don't feel that these terrorists are very different from Mu. They may go too far in some aspects, but their ideals seem to align with his more than they don't. I wouldn't be shocked if he makes or is forced to make some underhanded behind the scenes deal with them later on when the nobility / government he's working for decides to stab him in the back.
Or he could make a deal with them before the government / nobles betray him or he could just do it in advance in anticipation of their eventual betrayal. That's supposing that the terrorists aren't just hypocrites who just want to be the new ruling class. History is full of "freedom fighters" who end up becoming the new oppressors when they take over, and some tyrannical governments to this day were founded by "idealists" and "revolutionaries". Makes me feel that separation of powers and checks and balances are a good idea, when those concepts can be realized properly.
One of the things that has to be regulated for separation of powers and checks and balances to work in government is to factor in how much power money has, and how it can be even more powerful than simple votes or political movements. When you can just bribe or buy the people that are supposed to be the representatives of the people, then no amount of voting works because the rich can just buy the politicians that are elected, and so then they control everything regardless of the will of the people.
