Horns don't have sensory nerves near the surface, but they are heavily innervated (lots of nerves capable of detecting pain) and have blood vessels. Horns bleed and hurt when they break, antlers are the ones that get shed and grow back every year.

So while horns aren't super sensitive, animals DEFINITELY know if you're touching them

on that note

rhino horns aren't really 'horns' in reality. people call them that, but like you're suggesting, they can be removed without injuring the rhino as long as you don't cut too deep. actual horns are bone protrusions, while rhino 'horns' are almost entirely keratin, the same stuff as hair and nails, as everyone likes to quote.
