Horns don't have sensory nerves near the surface, but they are heavily innervated (lots of nerves capable of detecting pain) and have blood vessels. Horns bleed and hurt when they break, antlers are the ones that get shed and grow back every year.
So while horns aren't super sensitive, animals DEFINITELY know if you're touching them
on that note
