I loved every bit of yu yu hakusho because of the villian toguro and sensui. They were so well written and it made me love the series even more. I've read jojo and read hunter x hunter but the antagonists still don't cut it for me. Is there any series out there with great villians similiar (power or no power)

keep reading JoJo and HxH.
Yoshikage Kira (Part 4) or Funny Valentine (Part 7) and Meruem (Chimaera Ant Arc) is what the general fan think about great antagonists of those series.
Though for JoJo I like Pucci (Part 6) more and the concept of antagonist in Part 5 is really good while their main enemy group is one of their best, DIO is still an iconic classic villain.
Anyway.

Golden Kamuy is a 3-Way-FFA and the two different antagonists (and their fraction) is great on their own.

Dorohedoro have a good antagonist as well and we got good screen time about them a lot.

Rurouni Kenshin the absolute classic that somehow (kinda) underrated compared to other classic such as FMA and YYH but their Juppongatana Villain Group is still one of my favorite.

Kaiji story structure works a bit similiar like JoJo that it use a story Parts but it follows one man unlike JoJo but like wise, new Part new villain and they're pretty realistic and good.

Blade of the Immortal is a cult classic with another great villain group, it start pretty slow though.

Lone Wolf and Cub is more arcadedy in term of the grunt like Part 3 JoJo but the main villain is absolutely great and it has an absolute patrician ending of all manga I've seen (equal with Ashita no Joe).

Steel Ball Run has great antagonists and most of them have their back story narrated during their arc.

I also seconded Golden Kamuy. Great intrigue with some characters jumping between factions and a few backstabbing.
