I don't think there's a consideration of that honestly, it seems like the highest order of business was hitting as much andrussy as possible and after that ensuring he can continue to do so now he's back. They destroyed all investment in the original setting since he spent so long in the sky city. It's a really weird setup honestly but again it seems like drowning in andrussy was the goal.
